Roosevelt died. Truman had been vice president for only eighty-two days. He inherited a world in ruins and soon faced reconstruction of Europe and Japan.
He had no preparation for this psychological load. He made decisions about atomic weapons and occupation without any fitness assessment or support structure. We did not examine his readiness before handing him the keys.
Countries need leaders who can rebuild safely. Fitness checks ensure they have the capacity before the crisis hits.
