Woodrow Wilson collapsed on a national speaking tour for the League of Nations in Pueblo, Colorado. A major stroke followed days later. For months the country debated a treaty while access to the president was tightly controlled.
The Senate rejected the League in November. No one had assessed whether he was fit to keep negotiating.
