Kevin Rudd was removed as prime minister and replaced by Julia Gillard. Three years later Gillard was removed and Rudd returned. In September 2013 Tony Abbott won government, the third prime minister in three years.

Voters watched leadership lurch from crisis to crisis.

Reactive politics exhausts the public and erodes trust. Leaders with support structures can pause, consult, and choose deliberately instead of governing from permanent emergency.
