Day 26 of 28, It is the final weekend to sign: August 2015. Merkel suspended EU asylum rules; the system overloaded within weeks. One weekend remains.
TLDR

Merkel stopped enforcing EU rules that kept asylum seekers in their first country of arrival. State leaders and mayors were caught off guard. The pressure to act was enormous. Within two months Germany tightened border controls as applications surged past a million.
